A stripped-out soup factory in Toronto has become the stage for one of Ottawa’s boldest tech bets. The federal government has promised $195 million in repayable support to Xanadu Quantum Technologies, a company building quantum computers powered by light. The setting sharpens the news. A place once built for canned food may now produce hardware tied to artificial intelligence, medical research, and national security. Ministers wrapped the announcement in patriotic language. Trade friction with the United States and the global race for advanced computing have turned research funding into sovereignty. This project sits inside that fight.
A Factory Changes Purpose
Xanadu plans to turn the former Campbell Soup site in Toronto’s west end into an advanced manufacturing hub for photonic quantum computers. The facility spans 158,000 square feet, carries an expected cost of $893 million, and could employ 275 workers. Those job numbers may look modest beside an old industrial plant. That misses the point. Frontier manufacturing concentrates expertise, patents, and hard-to-copy processes. One specialized site can matter beyond payroll. Canada wants more than startups and research grants. It wants places where ideas become hardware. A gutted factory answers the old complaint that the country invents well but struggles to build at scale.
Why Photonics Draws Attention
Xanadu’s main claim is simple enough to grasp. Its quantum computers use light instead of electricity. That matters because traditional computing creates heat as electricity moves through metal pathways. Many quantum systems also need punishing cooling requirements. Xanadu says its photonic approach can work largely at room temperature, which could make the machines easier to build and run. Last year the company unveiled a chip designed to generate error-resistant photonic qubits. That matters because quantum computing still faces a reliability problem. Errors pile up fast. A machine that can resist them moves closer to practical use. A useful quantum computer could reshape cybersecurity, science, and parts of the digital economy.
Ottawa Bets Big
This financing pledge marks the federal government’s largest single commitment to quantum manufacturing so far. Ottawa launched a National Quantum Strategy in 2023 with $360 million behind it. This new support shows that the government no longer treats quantum as a niche academic curiosity. It now belongs with semiconductors, satellites, and AI infrastructure in the category of strategic technology. Critics always ask whether governments should pick winners. Serious states do exactly that when the stakes involve security, supply chains, and future economic power. Because the money is repayable, ministers can argue that this isn’t a giveaway. Canada doesn’t want this industry scaling elsewhere.

The Sovereignty Question
The political force behind the announcement goes beyond jobs and growth. Quantum computing has become a sovereignty issue. Minister Evan Solomon leaned hard into that point, warning that countries with fault-tolerant quantum machines could break current cybersecurity systems. That claim explains the urgency. The United States, China, and Europe are all racing to build advantages in this field. Xanadu already works with major American partners and has expanded its U.S. footprint, which makes concern about keeping jobs in Canada entirely reasonable. Public money should create obligations. Otherwise, funding becomes a subsidy for talent drift and foreign capture. Success must leave behind more than headlines. It must leave industrial capacity anchored at home.
This announcement is really a test. Canada wants to prove that strong science can turn into strong industry, not just clever papers and exportable talent. A former soup factory now stands as the backdrop for that ambition. Old industry doesn’t vanish. It changes shape. The harder question is whether the country can hold onto the gains once global competition turns ruthless. Quantum computing may take longer than boosters promise. Hard technologies usually do. That doesn’t weaken the case for action. Countries that hesitate now will spend years buying critical systems designed elsewhere. If Ottawa wants this investment to mean anything, the measure won’t be the cheque. The measure will be whether Canada builds here, keeps expertise here, and owns a meaningful share of what comes next.
